Executive Committee Meeting Minutes
28 August 2008

The regular monthly Executive Committee (EC) meeting of the Allandale Neighborhood Association (ANA) was held on Thursday, August 28, 2008, at 6:30 pm at Ralph Yarborough Library, the President being in the chair and the Secretary being present*. The minutes of the last EC meeting (26June2008) were read and approved.

Tom Linehan, President; Mary Jean Matus, Secretary; Joe Reynolds, Treasurer; Donna Beth McCormick; Paulette Kern; George Roman; Cynthia Keohane.

Joe Reynolds gave the Treasurer’s report:
Current Balance: $21,837.84
Business: $ 5923.52
Nonprofit Business: $ 9,387.76
Savings: $ 6,526.56

Because the cost of Neighborhood Watch signs may actually be less than the amount previously approved ($350), Joe Reynolds moved that “The Treasurer is authorized to pay for Neighborhood Watch signs as needed, not to exceed $350.00”; the motion was seconded by George Roman. The motion passed unanimously.

Premiums for Directors and Officers (D&O) Liability insurance are due. Joe moved that “The EC approve payment for D&O insurance”; seconded by Mary Jean Matus. The motion passed unanimously.
Joe presented a draft ANA budget for EC review and consideration.

Stephanie Lott from the City of Austin’s Watershed Protection Development Review gave a review and update of the plans for improvements at the Great Northern Detention Pond (6900 Great Northern Blvd.). Work is slated to begin later this fall (2008). An update of the status of the Bull Creek drainage project was given by Glen Taffinder (974-3381). Permitting for the latter project is not expected to be complete prior to May 2009.

Committee Reports given as follows:
Northcross: Allan McMurtry absent; given by Tom Linehan
Walmart/Lincoln Properties are in the process of resubmitting the Northcross site plan. The ANA will continue to more forward with their efforts to mitigate impact with regard to such things as hours of operation, security, etc. None of these things have yet been defined.

Zoning and Planning: by Paulette Kern
ANA’s Vertical Mixed Use (VMU) Opt-In/Opt-Out (OI/OO) application went before the Austin City Council (CC) on August 22. The CC approved at 2nd and 3rd readings ANA’s proposal that shallow lots along the Burnet Road corridor be excluded from VMU, as well as Tracts 14 and 15 [Paulette, is this right?]. With regard to Tract 5 (6400 Burnet Road), the CC accepted ANA’s proposed terms and conditions that without at least one public re-zoning hearing for property currently zoned commercial, access to this site will remain limited to Burnet Road.

Beautification: Linnea Anderson absent – no report.

Safety: Laura DiCarlo
Laura reported on the status of the Neighborhood Watch signs and recruitment/training of Block Captains. (Also see Treasurer’s report regarding cost of signs.)

Other business:
Steven Zettner asked the EC to consider endorsing a proposed letter to Austin CC with regard to livable mixed used infill development, ie, establishment of a minimum open space requirement in order to create a pedestrian-friendly environment. Members of the EC agreed to review the letter and provide their feedback.
